That's only for the latest versions of Skype… I still use 2.8 for the mac.
Skype 2.8 will work on your machine, but you also have iChatAV, which means if you just add a webcam you can video chat with other mac folk on iChat.
There are a lot of cams out there, and I believe 10.4 has the proper drivers built-in, so merely plugging it in will work just fine. You do have to make sure the cam is mac-compatible however.
They're VERY difficult to find, but if you can find an old iSight (it's a firewire webcam), that will be guaranteed to work, assuming the cam itself is in working condition.
