Who drives this Van?

For about 15 years, maybe more, I always see this van parked in the Castro. Most times it's on Castro, usually near the corner of 18th and Castro. Wonder who drives it? And the company is known for detecting leaks, in pipes, or in radiant heating pipes buried in cement slabs.
Of course my reeling, nasty mind also thinks, Leak Detection? Leak Specialists? Is he into yellow hankies?? ;)
