When will "Sagging" ever end?

cellboyLiving in South San Francisco, "Sagging" is still seen as common place. In fact while at Walgreen's tonight, I saw quite a few young Saggers, with quite colorful boxers too! :) Why has this fad not yet disappeared? I remember hearing someone, on some show on Bravo, saying that it really is not in style anymore. Well this seems not to be the case here!
